The only real way to get "easy" ranged xp when you have just started is to get xp lamps. However a good way to train is to use iron arrows and go to minotaurs. These drop more arrows than you will use so you can stay for prolonged periods of time. Also in 1 particular area there is a fence you can shoot over so you wont take any damage.
To steal in runescape you just simple go up to a "man" and pickpock him. :) it's that easy. :)

There is no easy way to get Full Rune on Runescape, seeing as if you are new to Runescape, Full counts as Platebody not the chainbody, and to use the Platebody you will need to complete the "Dragon Slayer" Quest.---------------------However money wise, you can just mine Rune Essence until you gain the respected amount of money for it, or just kill hill giants for bones to sell.
runescape 2? well... if you're saying runescape classic is the first one then i guess runescape 2 would be www.runescape.com : ). If someone tells you "runescape 2 has just come out! go to (random site) to start playing!" just report them and move on they are probably trying to steal your account. hope that helps : ).
