To get Entei in Fire red, you need to beat the Champion, Gary. Don't just beat the game out of the blue, though. If you just do that, then you might not unlock him. you need to have started the game with a bulbasaur to unlock him. If you chose Squirtle, you get Raikou, and if you chose charmander, you get Suicune.
