your friend must have beaten the elite 4 to do next step.
your friend must have diamond.
im not 100% sure it works but my friend did it once.
it might have been a glitch.
trade friend who has dialga and tell him to go to spears pillar and investigate dialgas statue and he should battle dialga again.
