There aren't very many free arcade games, indie games/arcade games can cost anywhere from 80-1200 MSP (Microsoft Points) so the only way you can technically get a free game is if you download a demo which isn't much help.
To download arcade games you need xbox live, but all you need is a silver membership which is free.
