it doesn't because you can't get in leaf green because it's kanto leaf green and bellossom is in johto

You can trade at anytime in sapphire. Except Pokémon from different regions. i.e. Kanto, Johto. After you beat the Pokémon league in sapphire, you just make sure your other fire red leaf green is finally set to trade with Hoenn.

You can't get Totodile in Pokemon Leaf Green Version. Totodile is a Johto Pokemon, while Leaf Green is a Kanto version. The starter water Pokemon in Leaf Green and Fire Red is Squirtle. I don't think you can even get Totodile in a trade.
