There are 2 ways you can get a new game for the Nintendo 3DS.
The first way is you can purchase a chip for a retailer such as GameStop, Best Buy, Target, Walmart, etc. Personally I'd recommend this way so that you don't have to deal with managing your 3DS's internal storage, debating what games need to go in order to get the new one.
The second way is you can download the game from the Nintendo eShop. The downside about downloading games is because it'll take up a lot of space in your system memory.

The Nintendo eShop is an application on the Nintendo 3DS that allows you to buy games online. You will need to create a Nintendo Network ID to use this feature.The money used is real money and depends on the region you set your Nintendo 3DS to. In order to add money to your account, you will either need to use a credit card or insert a PIN from a purchased prepaid eShop card.
Once the game os purchased, the game will download and you can open it from the home menu of the Nintendo 3DS
