Gengar is catchable in Pokemon Platinum. They are in the Old Chateu room with the eye on the wall. You must have a Pokemon GBA game in the GBA slot for them to appear though. You can also get them by trading a Haunter at any level. After the trade it will evolve no matter what unless it has an Everstone.
