When referring to a storage device it is important to remember that 1 GB is equal to 1000 MB (not 1024), so what you really get is 1000000 KB which is only 976.6 MB (not 1000).

When you move to T(era)B(ytes) you are actually talking about 1000 GB, or 1 million MB. But you are only getting 976 600 GB in a TB storage device because of the 2.34 percent difference between label and actual usable space.
