ok first u need an Evee level 1 and u need a rare candy then u go to snowpoint ( wait not in the city i met like u know where the icicle rock is? and its frozon well take your evee there with a rare candy touch it then use a rare candy on evee and it will evolve into a glaceion ) hope that helps
