In ordinary play, if Niko goes into the airport surrounds he will be permitted to do so, but once he sets foot near the planes or the runway, the cops and NOOSE will be on his case. I do no know whether there is a cheat code to allow him to do so. Sorry.
Once you enter the interior of Francis International Airport on GTA 4, you will obviously get a wanted rating of 4 stars. This is unavoidable unless you have a cheat in operation. From personal experience, I have found if you drive in there with a cop vehicle, it seems to take a while for the police to react and then you only seem to get 2 stars to start with.
On multiplayer you can say You don't want police but only on multiplayer.
The only airplane that you can get on Grand Theft Auto 3 is the 'Dodo'. To get the Dodo, you must do the missions and unlock Stauton Island and Shoreside Vale. Then, you go to Francis International Airport by the subway or using a car. Drive into the Airport Taxiway and the Dodo will be in a Hanger or near the Helicopters near the runway.
