You need to max out its happines and love for you. Except for battling and massages there are two other ways to max out the happines of a Pokemon; 1. Use berries. There are some berries that increase its happines but they'll also lower stats. 2. Use medicine. Medicine like protein and zinc increase the happines of your Pokemon as well. However, these are very expensive. It seems your budew is very low level, so I would suggest, level it up. You can do it by giving Budew an exp. share and battle Pokemon with a stronger Pokemon. To get even more expierence for your Budew, put it on the top of your party and switch it out right away. Then it will get the experience for being in battle as well for the exp. share. If you don't have an exp. share, just put it on the top of your party and switch out the first turn. Once Budew is strong enough, it can battle on its own. Just make sure you don't let it faint, this will decrease its happines and don't trade it either, its happines will be gone then. Good luck evolving!
