You don't get happiness. It just evolves at Level 0. So you can evolve happiness pokemon pretty much anytime you want! Say you have a Riolu. Click on evolve and it will say this pokemon evolves into Lucario at level 0 or something like that. The same goes for Chansey, Togepi, Budew and many others. Hope i helped you well! :D
