You might need Amber Tear and Tight Belt because the Tight Belt will keep your belly from going down but DON'T USE LINKED MOVES OR WALK THROUGH WALLS. And the Amber Tear will give an Extra 10% Recruit Chance. Once you are in the summit, return the Tight Belt and take the Amber Tear. I have no idea what level Heatran is, but he might be Lv.47 or whatever. PS: He may be recruitable without Amber Tear.
