Get a fishing rod. Go to Galen and Nina's house at exactly noon with no tool(noyhing in the red square in the rucksack). Galen will give you a rod. Stand in front of a body of water with the rod and hit Y. Wait for an explanation point and hit Y again. You will catch something.
