You need to have the Mystic Ticket so that you can gain access to Navel Rock which is where Lugia is at as well, receiving the Mystic Ticket was part of a limited time distribution that is no longer available however you can receive the ticket via a cheating device. Once you have approached and interacted with Ho-Oh on Navel Rock you will need to battle it in order to catch it and while some may advise you to catch it with your Master Ball it's a better option to use other Poke Balls such as Ultra Balls to try and catch Ho-Oh.
