No, you can not by Hyper Sonic in Sonic Rush. For Sonic to go Hyper, he needs the 7 Super Emeralds, which Sonic Rush does not have. The Super Emeralds were only in Sonic 3 & Knuckles, so Sonic can only go hyper in Sonic 3 & Knuckles.

Sonic 3 & Knuckles is my all time favorite Sega game, and I've played all of the Sonics.

In order to be Hyper Sonic, you need all the Chaos Emeralds. Then, from Mushroom Hill Zone on, the giant ring you go in that starts the special stage will flash. If you get all the Super Emeralds (The Game Genie cheat for the Get Blue Spheres only needs one blue ball is ACGA-AA8T), Collect 50 rings and jump twice. If you are Sonic and he flashes different colors, you did this correctly. Do the same with Knuckles and he will be Hyper Knuckles. Tails can transform, but only with the Hyper Emeralds.
