Beat the pokemon league once, Go to Cerulean City, go north over the bridge, then surf down the river next to it and eventually you will be able to turn left, and there will be a cave opening (if you haven't beaten the pokemon league yet, a guy will be in the way warning you of the level 40-60 pokemon in the cave) when you go in you will be in the Cerulean Cave, which has Mewtwo at the end at level 70 so pump yourself up and take a few potions (and pokeballs)
