you need to get to celadon city by using the cycling path from lavender town. once there u need to go to 1 of the buildings in between the pokecenter and the department store. a lady sitting at a table with some Pokemon will give you tea and you can then give the tea to any of the guards on the way to saffron and he will let you pass
