If you mean the mine in general, you find it at the bottem of the map, its hard to explain, but easy to find.
Then go in and fight the defence system and the rest should be easy.
If you mean the blue door in the back of the first room in the mine. You can't. Yeah... I searched this and found out that it was a plot point in Tales of phantasia (symphonia distint sequel) and is only used for decoration in symphonia.
