The plane is for a quest.
if you click on the book on the right top corner, you will see all the quests and if you click on save the pokopots quest you will know how the pokopots got into the plane in the first. After you've done the quest, the plane will dissappear.

Go on your map and in the top ,left corner there will be a plane click on that and then go inside the plane. Eloise is the one chained up.

I had the same problem, I tried going all around the map and going back but it didn't work! What worked was logging out of Panfu and trying again. Good luck!
