You can not get into the bank vault but if your magic level is at least 33 you can use the "Telekinetic Grab" with the spell you can grab the stuff with the spell and it will appear in your hand

Requirements for "Telekinetic Grab" :

Level 33 Magic

1 Air Rune

1 Law Rune
