In Sly 2, gadgets are in the vaults. (you open the vaults and get the gadgets by getting all of the clue bottles in that level)

You can buy new gadgets or abilities for either Sly, Bentley, or Murray. Just go to the hideout and go to the laptop. You can also get lots of money by pick pocketing. The glowing pockets have something valuable.
