Easy. Take out the Fighting Dojo. I suggest to use a Kadabra Lv.30 or higher. Trust me this will level him up if he knows Phsycic and Psybeam two really good Phsycic Moves. You can Easily pwn Them. Once the Dojo is destroyed the Rocket will have moved right of the entrance.
