get all 16 badges... then go to professor oak in pallet town. He will tell you, you can go to mt. silver. which is the route to the left of virdian city then you follow the route to a cave. watch out for high level Pokemon along the way.

∙ 13y agoall you have to do it beat all 16 gyms (all gyms in kanto and johto) and then go to pallet town and talk to prof. oak. he will tell you that he will "make arrangements" for you to be able to go to Mt. Siler.
