After the ''theift'' leaves on a motor boat, go to the mueseum. A painting will be given to you. After you read the words on it, meet the curator in Early Poptropica. You will be given a key. Go back to Counterfeit, and go to the Country Side. You will see a door to the inspecter's house. Go to your bag and click USE on the key. That's your answer.
Return to Counterfeit Island and try the key at the Inspector's house in the Countryside. (The sign is misspelled "veuve niore", where veuve noire is French for Black Widow.)
