In Celadon City you will need to go to a building with an old lady in it. she will be surrounded by Pokemon (e.g. meowth) then talk to her and she will give you a cup of tea. You can then go to one of the guards that say "oh wait there, the road is blocked, gee im thirsty though" then give him the cup of tea, he will share it will all the other guards/patrolman so you can access all of the shortcuts, then you will be able to access saffron city, on the town map it shows a path leading from celadon to saffron.
