You do not need the National Dex in order to get into the Sinjoh Ruins with an Arceus, all you need is the Arceus and to approach the research building in the Ruins of Alph area with Arceus walking behind you and the researcher will take notice of you and your Arceus and he'll take you inside the Ruins of Alph which is where you'll then be transported to the Sinjoh Ruins.

To get to the sinjoh ruins you need an arceaus from the 2009 events as the first Pokemon in your party then you go to the ruins of alph. then you go to the house in it. a guy will run into you and start talking about arceaus he will take you under ground and you will all of a sudden vanish and be in the sinjoh ruins.
