The only building you enter on Balding Avenue is on the Rooftops. When you have rescued the second spy, use the grappling bowtie to reach the roofs above the Grease Monkey garage. Put on the Chemeleon Suit and grapple left, past the guarded laser building, to the red building at far left. Go to the top and then grapple back to the antenna on the right, and enter through the roof vent.
