How do you get into the college of winter hold in skyrim every time I ask faralda to take the test it only gives me one reply no I am not interested?

Perhaps you already have the quest accepted and she is waiting for you to perform it. You need to cast whatever spell she gives you at the eye symbol on the ground by her. Try it and see if it works.

I think you are confusing two cities. Whiterun and Winterhold. 'Dragonsreach' is a keep accessable on the north side of Whiterun. The Winterhold mages college is also north of Winterhold, accessable via the long bridge on the left as you enter the town. You must pass a magic test with Faralda first though.
