You cannot until you have beaten the Sumo match and met the ninja master Basho. Go to the Fortress and get the message from Jack and Annie. Go to the lake and get the mortar and talk to the old poet. Return to the right and complete 4 tasks*, and go to the Sumo arena.
When you win, Basho will give you training and equipment, including the ninja claws that let you climb up to the Fortress.

- use the mortar to repair the bridge
- use the rotten fiosh from the Fortress steps to catch the Kappa fish
- pick up the bonsai clippers from the bridge and trim one at the Bonsai store
