You have to catch Groudon or Kyogre in the cave of origin which is also in sootopolis city. If you haven't already beat team aqua or magma in the under water cave that's in route127 its to the left of Ever Grande City and south of mossdeep city then you have to beat them. Don't use the master ball on groudon or kyogre use timer balls and ultra Ball's used 25 ultra balls and then 5 timer.
