To get into the Wine Cellar, you have to get a very rare item called a Wine Cellar Incantation. It is dropped by the dungeon bosses in the Forbidden Jungle, the Snake Pit, Sprite World, the Undead Lair, the Abyss of Demons, the Manor of the Immortals, the Ocean Trench, and the Tomb of the Ancients. It is also dropped by Kage Kami and Phoenix Reborn. Some dungeons, such as the Snake Pit and the Abyss of Demons, have a new treasure room that contains an enemy that also has a chance of dropping an incantation. All these enemies drop the incantation at a 0.1% chance, making them among the rarest items in the game.

Also, to use it, just shift-click it when there's a wine cellar portal nearby and it will open.
