If you're in sand, it would be best to use the Item Finder. If you're in short grass, the Item Finder isn't necessary. Look for darker spots of grass (they are small, so you have to look hard). Darker spots mean that there is something buried there.
You can get them from veilstone city department store. you can also get them underground when you trade in dug up items.
you trade them to hikers that are underground for an assortment of items.

go to key items find it and hit use save and your in underground
Go to the computer in your base & select store items.
you get an explorer's kit from a guy in a hous ein Eterna city, go outside, go to key items, click it and you will go underground.
well you go up to it and usde ur Pokemon
You can dig up fossils underground by using the Explorer Kit in the Key items pocket of your bag :)
