You can get the jackhammer on club penguin only if something is being built.For example, the cave when the puffles were trapped in March 2010 or when the dojo courtyard was built. The thing is whenever there is club penguin party go on it and check every place.

first you go to the mine look for the jack hammer and helmet it is hung on the wall take the hard hat and only put on the hard hat nothing else hope this helps! = )

Buy the Mining Helmet from the room to the right of the Puffle Rescue sign. Then wear only the Mining Helmet and dance. You are now using a jackhammer.
