You do not get jirachi. You get deoxys. Your latios or latias must be level 66 then talk to the guy in the centre. If cannot then train it to level 77 and will 100% can. Then good luck catching. Deoxys is level 70.

He will say 'Ah... That's successful flight #__' If the __ says 56 or more he'll ask if you'd like to get on, and if you say yes, you'll battle Deoxys. After catching, defeating, or defeated by Deoxys, repeat. This time Jirachi will apear. --lies- you can only get 4 stars in sapphire. you can get 5 in emerald, but not sapphire.
