Use a gameshark code that is the only way
The only way you can get a jirachi in ruby/sapphire/emerald is with a gameshark. Gamesharks are only 20 dollars for the SP version and that works if you are playing it on the DS as well. The only way to get Jirachi in Diamond Version is to import it through the Pal Park from either Ruby or Sapphire Version. In either Ruby or Sapphire, though, the only way to get Jirachi in the first place is to play either Pokemon Channel or Pokemon Colosseum and import it from there.
You can't. You can only get jirachi in ruby and sapphire. You would have to trade from ruby or sapphire.
You can't get jirachi in ruby unless you receive it from the Pokemon colosseum bonus disc.
I'm not really sure about how to get Jirachi, but I don't think you can get either in Leaf Green. I think you have to trade with a Ruby or Sapphire version in order to obtain them.

You need the game Pokemon Channel for the gamecube. After unlocking the full version of The Pichu Bros. in Party Panic, Jirachi will appear, and the mini-movie will be shown above the campfire. It can be downloaded onto a version of Pokémon Ruby and Sapphire. Once its on your Pokémon Ruby or Sapphire, you can get it through the Pal Park onto your Pokémon Diamond.
It's not possible to get jirachi unless you get it from the special disc of Pokemon colosseum.
You cannot find Mew, Celebi, Jirachi and Deoxys in Pokémon Ruby. Mew, Celebi, Jirachi and Deoxys are event-only Pokémon. Jirachi was available on the pre-order disc for Pokémon Colosseum that would allow you to download Jirachi from the disc over to Pokémon Ruby.
