First, go to Whirl Islands. While Surfing, you'll find many Horsea. Catch one, then train it to level 32, it should evolve in to Seadra. Next, you need to find the item called "Dragon Scale". You should find a "Dragon Scale" somewhere in that cave. Then you need to make your Seadra hold your "Dragon Scale". Trade it with a friend, then trade it back. Upon trade, Seadra will evolve in to Kingdra. Very cool Pokemon by the way.
