Actually Rouge was made to either give Knuckles competition with the master emerald, join the Sonic Team (in episode 78 of Sonic X in English you can see that Rouge might join the Sonic Team to stop EggMan,) be a new bad guy, or to be a neutral character. (Like Charmy, Espio, and Vector.) Or to be a girlfriend to Knuckles or Shadow.

You don't need a ladder. You need someone who can climb. That someone is Knuckles the Echidna. You find him in Mystic Ruins, once you've found his prison where the Marauders are keeping him and defeat the Maruaders gaurding his doors. Then you can have him join your team and go back to wherever you needed a ladder.
