Beat the elite 4 then watch tv you will probavly see one of them eventually, catch it before it runs away.(if you happen to use sweet scent while its in the same area that hes in you will probably find him somewhere)

I didnt even know about Latios/Latias until I bumped into it. Once you have seen it (just go to random places until you do find it), look in your Pokedex to see where it is. Be carefull, it likes to move.
Sorry to break your hopes but you can only use a GameShark to get them both. However, you can get one of them in the following games:
Ruby: you can only catch Latios (after you beat the Pokemon League for the first time). To get him you have to beat the game and after you defeat the champion save and turn your game off. Once you turn it on again you will be in your room. Go downstairs and your mom will tell to go watch TV. It will tell you that an unkown blue Pokemon was seen. To catch him there is no exact location. You will have to roam the Hoenn region to find him. Latios usually sticks around Lilycove City.
To catch him, I suggest you use your Master Ball, if you stiil have it, because he always flees. If you don't have one, get a Pokemon that knows Scary Face or a Pokemon that has the ability Arena Trap. ex. Trapinch.
Sapphire: is the same as in Ruby but you catch Latias instead of Latios.
Emerald: you can pick which Pokemon you want in Emerald. Beat the Elite Four and progress until you end up in your room. Go downstairs and your mom will tell you to watch TV. Once you are done, she will ask what the color of the Pokemon was. Pick blue for Latios and red for Latias. To catch him I suggest the same method as in Ruby.

∙ 14y agoUnfortunately, the only way you can obtain either a Latias or Latios in Pokemon Platinum is through migration to the Pal Park. There are no special events which allow you to encounter and catch these Pokemon, so they must be migrated from Ruby, Sapphire or Emerald.

∙ 13y agoyou can only get a latios in soulSilver but in heartgold you get a latias. you will have to trade either one over to a game to have both. you will see where latios or latias is in the pokegear map after you met Steven Stone in pewter city. then you will have to follow it around as it travels. good luck!-RR14
