You could level your low level Regigigas up to level 100 by giving it EXP. SHARE and then beating the Elite Four a gazillion times, or you could cheat and make Regigigas level 100 when you catch it.

If you got the special lv 100 regigigas, go to the route above the resort area that has a sandstorm. There will be a cave there, and if you have Regigigas in your party its eye pattern will appear.
