You need to get them to relax. Also clear all their worries e.g. Sleepy, hungry. Press cuddle. And after they have cuddled for a bit, press again on the sims and their should be kiss, make out. Sometimes WooHoo might not come up, but keep trying! Their will be hearts on the top of the cover and they will go crazy...
