-Meet all 23 main characters: Taro, Elliot, Felicia, Natalie, Gannon, Eliza, Mirabelle, Vaughn, Julia, Chen, Charlie, Denny, Witch, Harvest Goddess, Nathan, Alisa, Regis, Sabrina, Pierre, Lanna, Shea, Wada, and Mark or Chelsea depending on which gender you're playing as.

After that you can propose using the Blue Feather.

You can buy the Blue Feather from Chen's shop once a marriage candidate reaches an Orange Heart.
