You have to build up a relationship with the other sim and you have to be in love (heart by the other name).
Then you should dance with the sim first to get their mood up and click on the option 'propose'.
They should say yes and then you will see your two sims changing into wedding wear.

∙ 12y agoFirst make them your romantic interest (flirl a little and you will see ) , second propose to be your boyfriend or girlfriend , then if they have good chemestry , they will propose and then probably go on a honeymoon .P.S- make sure you have children AFTER YOU GET MARRIED!
