You keep romancing the sim you want to marry, and then (if you are just starting to romance them) when you become friends with that sim say "confess attraction". After that, keep romancing them and then say "propose going steady". This will make you boyfriend/girlfriend of that sim. Keep romancing them until your relationship bar with that sim is completely filled, (all green). Then you should have the option to "propose marriage". If you're unsure about what you relationship is with that sim, click on the green bar next to your head (at the bottom of the screen), and go to the relationship status area and click on the sim you want to know about.
