Technically, yes, but not by going through the story. There was a glitch in the original Silver that lets you copy Pokemon in the computer and you can make the Pokemon hold the Master ball and then copy it, but I don't know if it still works in Soul Silver. I don't know what the glitch is, so just ask around for it.
