You'll need to avoid the Old Man in Viridian City until you reach Cinnabar Island. After unlocking Cinnabar Island and a Pokemon that knows Fly, go back to the Old Man in Viridian City and speak with him, then he'll demonstrate how to catch a Pokemon. After the demonstration, you'll need to fly to Cinnabar Island. When you arrive at the front of Pokemon Center, head to the right till you reach the water on the east side, then use Surf. When you are on the Pokemon, go upwards and downward repeatedly until you enter a Pokemon battle. If you done this correctly, Missingno. will appear at level 132. However, when you catch it, it will turn into a different Pokemon.

Then you fly to Cinnabar Island and use the Surf technique on the far right edge of the island, on the part where you are not completely in the water but not on the land (the shaded area boardering the water). Moving up and down upon it will produce varying results, inculding the possibility of a Missingno.
