Use an Electric or Rock Pokémon to attack it and try to put it to sleep or paralyze it and lower its HP as quickly as possible. Use Ultra Balls to catch it. Remember to save right before the encounter and just reset your Game Boy if you defeat it.
You can also easily catch it with your Master Ball, but you will probably want to save that for Mewtwo.
