If you missed the deadline for either raising a dispute or escalating that dispute to a claim, then you will not get your money back through eBay or PayPal.
If that is the case, you can try approaching your card issuer for help in retrieving your money - if that's how you funded the payment - or consider legal action if the item is sufficiently valuable.
Never allow an eBay (or PayPal) dispute or claim to time-out because once closed, the dispute/claim is closed for good.
