You go and Collette the different objects scattered around Gordon's house, then you go outside and explore and collect the objects out there, then you go to the small house and look in the window and make the bottle, candle, the skull, and then the chest float to the window. (In that order) Then you go down into the house, find the study and play the small game, (You can play it as much as you want) Then you go to the caves in the cellar and collect all the gems then you find the sceptre.

The quest point skill cape is not even close to the rarest. When a new quest is added, the quest point skill cape stays in the inventory/bank of the person, so they will still have the cape despite not completing the newest quest. The rarest skillcape would be runecrafting.
