It's the motor in the headlamp assembly that raises and lowers your light when you turn them on and off.
Maybe the headlight motor is wired backwards.
The switch is out or you have crossed wires-it's still getting current. Use a test light with switch off on hot wire between switch & motor. If there is current, your switch is bad.
Your fuel injector has issues! No fuel to the motor.... no go!!

As long as the light remains in the motor oil, nothing happens to its speed.
It sounds as if the problem could be your main relay switch. I had the same problem w/my 90 si replaced it and problem solved.
Its a motor which is turned on or off by the actuator.
It is the check engine light.
